Chief, Mental Health Registered Nurse

Location: Huntington, West Virginia

The incumbent will also provide treatment services in a multi-disciplinary setting composed of psychiatrists, psychologists, psychiatric social workers, nurse practitioners, psychopharmacologis ts, and nurses. Other responsibilities will be as assigned by the Chief of Staff, based on organizational needs and employee competence.

Other duties will include, but are limited to the following:

  • Plans, implements, and provides clinical and administrative oversight to Mental Health activities including requirements for staff, budget, equipment, and supplies.
  • Direct administrative supervision of approximately 114 staff. Management of Human Resource aspects of assigned Mental Health operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for various disciplines.
  • Decisions are made exercising wide latitude and independent judgment.The incumbent operates on a day-to-day basis in an independent manner. The incumbent reports directly to the Chief of Staff on an as-needed basis.
  • Serves on a variety of medical center planning committees, advisory g roups and planning teams; may be called upon to serve on such groups at the VISN and/or national level.
  • Assures appropriate, timely, and effective management of Veteran complaints and issues.
  • Assures appropriate training related to Mental Health issues is completed by all care line staff involved in direct patient care activities.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requireme nt for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
  • Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropri ate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Preferred Experience: Psychiatric Mental Health Registered Nurse. Basic or advanced certification in Psychiatric and Mental Health Nursing Accredited by the American Nurses Credentialing Service (ANCC).

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Far vision correctable in one eye to 20/20 and to 20/40 in the other, Light lifting under 15 pounds, Light carrying, under 15 pounds, Both legs required (Prosthesis permitted), Pushing (2 hour), Hearing (aid permitted), Use of fingers, Walking (2 hours), Near vision correctable at 13" to 16" to Jaeger 1 to 4, Standing (1 hour).
