JOB POSITION:

Safety Director, Specialized Psychiatric Hospital for the State of WV.

RESPONSIBILITIES AND DUTIES:

  • Foster collaboration within and across WRS, Jr. Hospital with all employees, patients, community, State and Federal Regulatory agencies;
  • The Director provides tactical leadership in the areas of risk analyses and engineering and administrative controls for all business disciplines, including safety program management, accident investigation, fire protection, industrial hygiene, and ergonomics;
  • Responsible for coordinating and developing Hospital emergency preparedness response plans and continuing operations plans;
  • Conduct, asses and report on emergency response drills;
  • Liaison with local, State, and federal entities involved with response to emergencies and natural disasters;
  • Provide supervision of day to day operations of the Hospital security department;
  • The Director also collaborates with senior lea dership and the Safety Committee, reporting month-over-month accident and injury statistics and providing specific input regarding risk reduction strategies;
  • The incumbent leads incident response and orchestrates responses to abnormal events in close coordination with Administration;
  • The incumbent will also assume provide strategic oversite of the risk analysis and safety program of the Hospital;
  • Lead the Safety Committee, providing to senior leadership an annual review of safety performance and new opportunities;
  • Anticipate, identify, and evaluate hazardous conditions and practices;
  • Develop and prescribe hazard control designs, methods, procedures, and programs;
  • Implement, administer, and advise others across all disciplines on hazard control programs;
  • Measure, audit, and evaluate the effectiveness of hazard control programs;
  • Report observations that will both minimize operational risk and promote operational e fficiency;
  • Continuously enhance and communicate the safety plan based on real-time experiences and facts;
  • Document repeatable procedural steps to address emergency situations;
  • Provide review and input regarding the content and execution of all mandatory employee safety training;
  • Provide to CEO monthly reports identifying accomplishments, problems, and/or trends observed;
  • Work closely with the Vendor Compliance and Legal departments to monitor and screen vendor safety issues;
  • On-board and provide orientation to all staff;
  • Must be readily available during off-duty hours as necessary and/or to ensure adequate backup is in place to promptly respond;
  • Maintain a clean environment to ensure patient safety;
  • All other duties and activities that may be reasonably requested within a specialized psychiatric hospital;
  • Responsible for assuring compliance with Joint Commission on the Accreditation of Hospital;< /li>
  • Organizations (JCAHO) and Environmental Protection Agency (EPA) and other state and federal regulations;
  • Develops or assists in the development of hospital policies, procedures and reporting mechanisms relating to life safety, occupational safety, environmental regulation, emergency response and physical plant security; assures compliance with accepted hospital safety and security standards and practices and federal and state regulations; and
  • Oversees the timely investigation and reporting of patient/employee injuries, accidents and infectious waste/hazardous materials incidents; assures the collection and reporting of life safety, occupational safety, environmental regulation and security data; evaluates patient/employee injury data, identifies causal factors and trends and recommends appropriate corrective actions.

ENVIRONMENTAL SETTING:

WRS, Jr. Hospital is located in Weston, West Virginia and operates under the direction of the WV Department of Health and Human Resources, was opened in 1994 (replacing the old Weston State Hospital);

  • WRS, Jr. Hospital is a 200-bed acute care psychiatric facility offering a wide range of psychiatric services to patients either committed to the hospital through civil commitment or, in the case of forensicpatients, ordered through the judicial system; and,
  • The hospital contracts with WV University, Department of Behavioral Medicine & Psychiatry, to provide medical professionals who provide clinical services to the Hospital (Psychologists, Psychiatrists, Physician Assistants, Pharmacists, Forensic Coordinator, and other staff as necessary).

PREFERRED EXPERIENCE:

At least 2-3 years or more of safety in a hospital environment; preferably a correctional setting or in a hospital; and, strong computer skills, including Microsoft Office suite.

MINIMUM QUALIFICATIONS:

  • Training: Ba chelor's degree from a regionally accredited four-year college or university with a degree in Safety or Industrial Hygiene.
  • Substitution: Experience as described below may substitute for the required training on a year-for-year basis.
  • Experience: Three years of full-time or equivalent part-time paid professional experience in Occupational Safety, Loss Control, or Industrial Hygiene.
  • Substitution: Master's degree in Safety or Industrial Hygiene from a regionally accredited four-year college or university may substitute for two years of the required experience. Designation as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Associate in Risk Management (ARM), Associate Safety Professional (ASP), or Associate in Loss Control Management (ALCM) may substitute for the required experience.
